During the 2007-08 Legislative Session, the Advocacy office filtered through all the bills the legislators introduced in the Assembly and Senate. The Legislative Analysts filtered by subject selecting bills in their fields of interest. The Analysts and Advocate then tracked 364 bills. Of those bills, the Governor vetoed 20 bills, 52 are awaiting his action,59 bills were signed into law, and 230 died in committee or never made it out of the house of origin.
Bills of Note
CFRW opposed SB 1 by Senator Cedillo (D-22) Student Financial aid: eligibility: California Dream Act. This was vetoed.
CFRW opposesthe following bills that passed both houses and are awaiting action by the Governor:
AB 16 Evans (D-7): Human papillomavirus vaccination
AB 30 Evans (D-7): Health care coverage: phenylketonuria: inborn errors of metabolism
SB 60 Cedillo (D-22): Vehicles: driver’s license
SB 1065 Correa (D-:34) Home-financing programs
CFRW supports the following enrolled bills:
AB 844 Berryhill (R-25): Junk dealers and recyclers: nonferrous material
AB 996 Spitzer (R-71): Department of Motor Vehicles: records
Chaptered bills are bills signed into law by the Governor. CFRW supported AB 2714 Keene (R- 3)Cargo loads: spilling, which has been chaptered.
Killed bills that we supported and would like to see have another life in the next legislative cycle are: AB 39 Benoit (R-64): Undocumented Criminal aliens: cost of incarceration: collection of data; AB 250 Devore (R- 70): Nonprobate transfers: revocable transfer upon death deeds ; AB 1758 Devore (R-70): Postsecondary education; Tuitions for National Guard (which died due to lack of funds in the budget); and AB 2777 La Malfa (R- 2) Public Lands: beekeeping.
CFRW opposed the following dead bills: AB 1956, AB 2388, AB 2372, AB 2638, AB 2829, AB 2744, AB 2558, and AB 2372 were part of the Democrats dream list of new taxes.

In most State Senate committees, there are 3 more Democrats than Republicans. However, in the Senate Budget and Fiscal Review Committee, it is worse (5 to 9). In most Assembly committees the Democrats comprise two-thirds or more of the members. In the Appropriations committee it is 5 Republicans to 12 Democrats.
The reason Republican bills are not passed is because they are being killed in the first hearing in their committee of origin. We are getting the doors slammed in our faces. The answer is to elect more Republicans!

ACTION ALERT! Support the AMERICAN ENERGY ACT
Re. John Boehner's bill, HR 6566, would bring down energy prices by increasing safe, domestic production, encouraging the development of alternative and renewable energy, and promoting conservation. Most important, it encourages us to DRILL HERE, DRILL NOW!

Why is American NOT energy independent?
Democrats blocked the development of new sources of petroleum.
Democrats blocked drilling in ANWR. (Clinton also vetoed it in 1995).
Democrats blocked drilling off the coast of Florida.
Democrats blocked off of the east coast.
Democrats blocked drilling off the west coast.
Democrats blocked drilling off th Alaskan coast.
Democrats blocked building oil refineries.
Democrats blocked clean nuclear energy production.
Democrats blocked clean coal production.
What is the Democratic solution?
Tax oil companies, control speculators, sue OPEC, inflate tires, rely solely on wind, solar, conservation, and the good will of oil producers: Saudi Arabia, Russia, Venezuela.
U.S. Senators Barack Obama (D-IL), Chuck Hagel (R-NE) and Maria Cantwell (D-WA) have introduced the Global Poverty Act (S.2433), which requires the President to develop and implement a comprehensive policy to cut extreme global poverty in half by 2015 through aid, trade, debt relief, and coordination with the international community, businesses and NGOs.Cost estimated at $865 billion above and beyond current level of foreign aid!.
FOCUS ON NATIONAL IMMIGRATION LEGISLATION One in 25 residents currently living in the US is here illegally. There are Republican Senators and Congressmen who are pushing for stronger border security and interior enforcement legislation.
- S 2709: Mandatory Minimums for Illegal Entry: Require those who illegally enter the US or desptroy border enforcement equipment to serve "mandatory minimum" sentence of imprisonment.
- S 2710: Social Security No Match Notices.Would allow DHS to find employers guilty under the Immigration and Nationality Act when they fail to respond after receiving notification that one an employees has a fake social security number.
- S 2711: Worksite Enforcement Act. Creates a database of workers called EEVS (Electronic Employment Verification System). Requires employers to use EEVS to identify workers and fire the illegals or be fined up to $75,000.
- S 2712: Complete the Fence Act of 2008. Requires full 700 miles of fencing be completed by end of 2010.
- S 2715: The National Language Act of 2008.Clarify that English is the national language.
- S 2733: DUI and Illegals. Prevent immigrants with multiple DUI convictions from becoming legal residents or receiving benefits.
- HR 938: Nuclear Family Priority Act. Will eliminate chain migration by defining what the nuclear family consists of, thereby dissuading many relatives of legal residents from entering the US illegally or over-staying their visas.
